ORECOS, en el marco del proyecto “Desarrollo de la plataforma www.bosquesyagua.cl” realizó el día 4 de octubre, en dependencias del INFOR en la ciudad de Valdivia, un taller de capacitación para las personas encargadas de los Comités de Agua Potable Rural (CAPR) de Niebla, Reumén, Mashue y Riñinahue. Estos 4 Comités están participando de un proyecto piloto de monitoreo hidrológico participativo y los objetivos del taller fueron entregar conceptos claves del ciclo del agua, variabilidad y cambio climático, mostrar la importancia del monitoreo así como repasar los temas vistos en terreno acerca de las variables de oferta y demanda de agua que están midiendo y finalmente explicar y practicar el uso de la plataforma web www.bosquesyagua.cl del INFOR. En esta plataforma, en el módulo de “Manejo de cuencas y recursos hídricos hay identificados, en un mapa, alrededor de 120 CAPR con sus respectivas cuencas. Y cada uno de los comités puede ingresar los datos de las variables que están midiendo: precipitaciones, caudal, calidad de agua y consumo o demanda.
El taller fue muy bien evaluado por cada uno de los 9 participantes y destacaron la iniciativa de monitoreo participativo así como el lenguaje sencillo y directo utilizado durante el taller. El próximo desafío es incentivar que más comités participen de la iniciativa y sepan usar la plataforma.
Monitoreo hidrológico participativo
El agua es un recurso renovable pero escaso, más aún considerando el escenario actual de cambio global. Por lo tanto se hace primordial poder realizar monitoreos hidrológicos a pequeña-mediana escala para ayudar a la toma de decisiones locales y ojalá poder anticiparse a fenómenos meteorológicos extremos como por ejemplo las sequías.
La recopilación de datos debiera cubrir todos los aspectos del ciclo hidrológico, incluyendo información explícita sobre los usos del agua y considerar las necesidades de los usuarios finales. Además en un monitoreo es importante anotar y describir las variaciones observadas de manera frecuente y continua. De este modo es posible cuantificar e identificar tendencias de por ejemplo variaciones estacionales o magnitud de los fenómenos extremos. En este contexto también es crucial de que los datos y la información estén disponibles fácilmente para establecer las proyecciones climáticas e identificar los grupos y regiones vulnerables
Se puede decir que el monitoreo comunitario participativo es una herramienta de reciente aplicación en las comunidades, que ayuda a generar esta información en base a una necesidad por seguir conservando los recursos naturales con los que cuentan. Y además debiera fortalecer la apropiación del territorio, la gobernanza comunitaria y generar mayor conocimiento y capacidades que ayudarán a la gestión a largo plazo de este recurso vital.
