Uno de los mayores desafíos en Chile y el mundo es lograr la conservación y sostenibilidad de la oferta de los recursos hídricos disponibles para la satisfacción de las distintas necesidades humanas, al tiempo que se garantiza la sostenibilidad de los ecosistemas naturales. En este sentido es importante destacar que los bosques capturan y almacenan agua y pueden desempeñar una función importante en el suministro de agua potable. La gestión del agua y la de los bosques están estrechamente vinculadas y necesitan soluciones innovadoras que tengan en cMonitoreo participativo de agua CAPRuenta la índole transversal de estos recursos vitales.

Por otra parte sabemos que por lo general la información sobre los recursos hídricos y el agua, con una base de conocimiento científico importante, es muy especializada y es generada por diversos agentes tales como universidades, centros de investigación, consultoras y servicios públicos, entre otros. Esto genera que muchas veces los datos estén dispersos y las condiciones de acceso a la información no sea muy fácil. Lo que a su vez puede ocasionar duplicidades en la obtención de datos y falta de conocimiento de la totalidad de la información generada.

Bajo este escenario, es importante y necesaria la generación de mecanismos para una mayor participación de los actores locales como los principales garantes y cuidadores de los recursos hídricos y ecosistemas asociados en sus territorios. Además de que sean partícipes en la generación de información y conocimiento.
En Chile un actor local importante en la gestión de recursos hídricos es el Programa de Agua Potable Rural, que tiene como misión la implementación de agua potable en localidades rurales. Bajo este sistema, son las mismas comunidades beneficiadas las que se encargan del suministro del servicio al asumir el control de operación del sistema de agua potable. La comunidad beneficiada para poder cumplir con lo anterior, le designa la labor a sus Comités de Agua Potable Rural (CAPR). Por lo tanto los CAPR cumplen un rol fundamental a la hora de ejecutar la gestión del recurso, puesto que ellos son la figura mandata por ley para dotar de agua potable a la población, según calidad, cantidad y continuidad según la Norma Chilena NCh 409 Of. 84 (MOP, 2011)

En este contexto el Instituto Forestal (INFOR) está desarrollando la Plataforma de Gestión de Recursos Hídricos (www.bosquesyagua.cl). Esta plataforma integra el conocimiento, la investigación y el manejo de cuencas, como herramientas orientadas a la conservación de los ecosistemas y el aseguramiento de la cantidad y calidad de agua en el largo plazo. La plataforma estará enfocada a la relación entre ecosistemas forestales y recursos hídricos, pero entendido como agua identificable en un punto en el territorio, donde está siendo demandada por alguien. Por eso es importante el módulo de “Manejo de cuencas y recursos hídricos” (de la plataforma) que estará asociado a un monitoreo participativo de la oferta y la demanda en estas cuencas pequeñas, donde los usuarios se involucran en el control de la calidad y cantidad, así como de los aportes de agua a través de la precipitación.
La Plataforma está en un proceso de marcha blanca, período en el cual la Fundación Centro de los Bosques Nativos FORECOS realizará la asesoría para el desarrollo de ésta, generando un proyecto piloto de monitoreo participativo de cantidad y calidad de agua con 4 CAPR de la Región de Los Ríos
