Discutieron cómo instalar restauración ecológica para el desarrollo de políticas públicas

*Seminario tuvo dos versiones, una en Santiago y otra en la Universidad Austral de Chile, de Valdivia.

Con éxito concluyeron ambas versiones del seminario Desafíos para la Incorporación de la Restauración Ecológica en las Políticas Públicas, organizado por el ICBTe de la Facultad de Ciencias Forestales y Recursos Naturales de la UACh, el Centro de Ciencia del Clima y la Resiliencia, la Fundación Centro de los Bosques Nativos FORECOS y la Corporación Nacional Forestal CONAF.

En la UACh, la actividad se desarrolló el miércoles 11 de junio, y tuvo como principales objetivos generar un diálogo e intercambio de perspectivas para la incorporación de la restauración ecológica en las políticas públicas, considerando la experiencia en Chile y otros países; identificar necesidades del sector público y privado para la restauración ecológica; identificar oportunidades para promover la restauración de gran escala en Chile en terrenos públicos y privados; y finalmente discutir lineamientos para establecer una agenda de restauración que contenga la identificación de tareas y ecosistemas prioritarios, generación y adecuación de instrumentos públicos y estimación de necesidades de inversión.

El Decano de la Facultad de Ciencias Forestales y Recursos Naturales de la UACh, Dr. Víctor Sandoval, indicó que “la sociedad necesita urgente un fuerte apoyo en estos temas de parte de los investigadores universitarios, empresas y ONG´s, en particular, en nuestra Facultad se encuentra un amplio y destacado grupo de doctores trabajando por ello”.

El profesor e investigador principal del Centro de Ciencia del Clima y la Resiliencia (CR)2, Dr. Antonio Lara, abrió la serie de presentaciones e indicó que “éste es el primer paso que reúne a los distintos actores para poner en la corriente principal el tema de restauración de ecosistemas destruidos en Chile”. La restauración fue definida como el proceso de asistir la recuperación de ecosistemas que han sido destruidos, degradados o dañados.

“La restauración efectiva no es sólo plantar árboles sino que es muy importante el componente de aprendizaje de la restauración, los aspectos socio económicos y culturales”, afirmó Lara. El investigador expresó además que el factor humano en la restauración es sumamente importante, “ya que estamos hablando de restauración que ocurre en un territorio donde viven personas, que necesitan vivir de distintos usos del suelo, y donde nuestro uso de plantaciones o bosque nativo se sobrepone con otros usos, como praderas o terrenos agrícolas”.

El científico se refirió a experiencias de restauración y a algunos resultados de la restauración ecológica para la recuperación de la provisión de agua que se está realizando en la Reserva Costera. “Éste es un proyecto de gran relevancia y un trabajo en conjunto con The Nature Conservancy, la UACh y la empresa forestal Masisa. Hemos hecho la reconversión de 100 hectáreas de plantaciones de eucaliptus a bosque nativo, que comienza con una plantación de coigue acompañada de una regeneración muy activa de un conjunto especies nativas”.

Por su parte, Andre Clewell, Ex Presidente de la Society for Ecological Restoration (SER), habló de “¿Por qué restaurar? Valores ecológicos, socio- económicos y culturales de la restauración en diferentes países”. Clewell dio ejemplos de restauración en lugares como Sudáfrica y China e indicó que se restauran los ecosistemas para evitar desastres naturales, aumentar los flujos de bienes naturales, reducir los gases de efecto invernadero, reducir las temperaturas ambientales de la biósfera, recuperar sitios culturales emblemáticos, entre otras razones.

“Un excelente ejemplo de la visión que las personas chilenas tienen sobre el medio ambiente y cómo se dan cuenta de la importancia de cuidarlo es el reciente rechazo al proyecto HidroAysén”, afirmó Clewell. En su opinión la Universidad Austral de Chile “es líder en Sudamérica en el desarrollo de la restauración”.

James Aronson, Ecólogo de la restauración del Centro de Ecología Funcional y Evolutiva (del CNRS) en Francia y del Jardín Botánico de Missouri, explicó que “para avanzar en temas de restauración ecológica es importante el trabajo de las redes, tanto públicas y privadas, con visiones transdisciplinarias”; por otra parte, planteó que es necesario dejar de hablar de “costos de la restauración” sino verlo como lo que realmente es y significa, “la restauración ecológica son oportunidades y una inversión a futuro”.

Durante el seminario también expuso la SEREMI de Agricultura de la Región de Los Ríos, Claudia Lopetegui; Leonardo Alarcón, encargado del Departamento de Espacios Naturales y Biodiversidad de la SEREMI del Medio Ambiente, Región de los Ríos; Alfredo Almonacid, de TNC- Chile; Julio Becker, de Forestal Mininco y Carlos Vergara, de WWF.
